It's not much difficult as you're thinking, it is exactly what it sounds like. Just a pinkish and sliver glow in your face enhances this makeup look. 

So let's discuss steps to recreate this:

STEP-1 
 
After your daily make up base, here comes our main thing blusher. Go for liquid/cream blush which starts from cheek to high cheek bone. Keep it to light pink to give cold look. 

And then apply blush to nose tip, just above the lips. Keep it real dont over do it.
